Does my friends kid have a mental issue?

I wouldnt worry about some of it but some things sound like symptoms of autism (but not low functioning), my 10 year old brother is still in diapers because of a medical problem and he still talks like a 3 year old because of a speech disorder, Hes not autistic so it could just be coincidence.
