You will need a permit. San Francisco is a great city for street performers. I have seen many excellent performers there. And many not so excellent. A mime used to hang out in Union Square, so many years ago, mebbe he, or a follower, is still there. You might try North Beach, but don't say I told you, because busking does require a permit.
