Why do mums try to act like best school friends with their kids? Isn't it time to grow up?

I see mothers in the street getting rudely treated like she is one of their spoiled daughter contemplaries and I am thinking why is this mother taking this? Why is this mother acting like she has to bow down to her whims? Too afraid to say no or excerise authority.
