What happens after you find the father of someone?

I'm 20 and we think we just now found my dad. We've tried contacting him, but he won't respond. Does anyone know where I can look to find info about the legality of the situation? Can we do court-ordered paternity tests? I live in Ohio, and he lives in Virginia -- not sure if that matters. Any info would be much appreciated.
